Stephen Y. Chen advises his clients on customs compliance, including customs valuation, transfer pricing adjustment reporting, tariff classification, country of origin, ruling requests and voluntary disclosures to U.S. Customs, due diligence for mergers and acquisitions, internal compliance process designing, and internal and external customs audits. He also advises clients on customs duty savings including the usage of First Sale for Export and preferential trade agreements. His clients span numerous industries, including retail, machinery, technology, medical, and pharmaceutical.
Prior to joining Drinker Biddle, Stephen was a consultant at PricewaterhouseCoopers and KPMG, both of which are among the largest professional services firms in the world. In that capacity, he assisted multinational corporations in import and export compliance as well as duty cost optimization.
Stephen is bilingual and is fluent in Mandarin Chinese.
