The Federal Communications Commission (FCC) on March 16, 2010, delivered its National Broadband Plan (NBP or Plan) to Congress. The Plan was required under last year’s America Recovery and Reinvestment Act (ARRA) and provides a comprehensive review of the economic and policy challenges the nation faces in achieving ubiquitous access to competitive broadband platforms. The Plan contains a far-reaching series of recommendations in support of governmental actions spanning federal, state and local governments, and affecting network and service providers, device manufacturers, application and digital content providers and consumers. The Plan also makes a variety of specific recommendations for study and intergovernmental cooperation in the fields of education, health care, energy and data privacy matters that touch on expanded access to and use of U.S. broadband infrastructure platforms.
