The conference version of H.R. 2419, the Food, Conservation, and Energy Act of 2008 (Farm Bill), has passed in the House and the Senate. Among other provisions, the bill would extend the Caribbean Basin Trade Partnership Act (CBTPA), which was set to expire on September 30, 2008, until September 30, 2010. The bill also introduces the Haitian Hemispheric Opportunity Through Partnership Encouragement Act of 2008 (HOPE II), which would allow Haitian apparel and certain textile goods to qualify for duty-free treatment via six methods, would authorize a new labor-monitoring program and extend apparel preferences through September 30, 2018.
