District Policy Group President Ilisa Halpern Paul was quoted in a National Journal article titled “Future Health Bills Could Be Caught in Obamacare-Repeal Fight.” The article examines the Senate GOP’s measures to repeal and replace the Affordable Care Act and notes that a lack of bipartisanship is causing delays in decisions about other important health care legislation.

The article provides insight into attempts to work around the delays and tack smaller changes onto less controversial legislation. In particular, the article discusses the Children’s Health Insurance Program (CHIP), which has strong bipartisan support, as a vehicle to push through smaller changes while Congress is working on reforming Medicaid.

Ilisa commented on the piecemeal nature of these changes: “If they do a very long reauthorization [of CHIP], it could suggest they are letting go of Medicaid reform for now.”
