Drinker Biddle & Reath LLP today welcomes Charles P. Rose, the former U.S. Department of Education General Counsel, to its Government & Regulatory Affairs Practice Group. Rose will have offices in Chicago and Washington, D.C.
Rose, who spent 27 years in private practice before being nominated by President Barack Obama in March 2009 and unanimously confirmed by the U.S. Senate in May 2009 to be the chief legal officer of the Department of Education, will focus his practice on advising states and public and private educational institutions on rapidly changing federal education law and restructuring labor relations, as well as addressing K-12 legislation at the state and federal level.

Putnam, Jr., Drinker Biddle’s Chairman. “He has a very fine reputation in both the educational and labor legal communities, and his skill set allows us to add important capabilities across multiple practices at once.“
Rose joins Drinker Biddle at a time when the federal and state governments are increasing their oversight of higher education institutions and the distribution of student loan funds, said John Przypyszny, the head of the firm’s Education Team.
“Charlie will play an important role on our team, as changes in education continue to take shape,” Przypyszny said. “He’s familiar with federal education initiatives and experienced in advising clients on state regulations. That is a valuable and unique combination. With his knowledge, he adds value for our clients on multiple levels.”

Rose said he chose to join Drinker Biddle because of the firm’s strength in education law, as well as its national platform and strong Washington, D.C., presence.

Prior to his role as General Counsel at the Department of Education, Rose was a founding partner of Franczek Radelet PC, a labor boutique in Chicago. While there, he represented school districts, municipalities and public employers in labor and employment, education, civil rights and pension issues. He also served as the lead negotiator on collective bargaining agreements for a variety of public employers.
Rose earned his law degree from DePaul University and his bachelor’s degree, cum laude, from Villanova University. He has taught several classes on labor arbitration, collective bargaining and education law and is a fellow in The College of Labor and Employment Lawyers.
