Shawn P. Tucker is the Wilmington Office regional partner in charge and a member of the firm’s Real Estate, Environmental, Energy and Commercial Litigation Practice Groups. He has extensive experience in zoning and subdivision law, litigation, government procurement and regulatory matters.
Prior to joining the firm, Shawn served as the attorney for New Castle County in charge of all land use and related litigation. Shawn was one of the principal authors of New Castle County’s new zoning and subdivision code, the Unified Development Code (UDC), which contains all of the county's new regulations related to the zoning and subdivision of property.
Shortly after the UDC was enacted, Shawn was tapped to lead New Castle County's Land Use Department, responsible for regulating all land use matters, including applications related to rezonings, subdivisions, building permits, variances, special uses, conditional uses, building permits, storm-water and erosion control, Historic Review Board, traffic impact study waivers, assessment appeals, and code enforcement. As general manager of the Department of Land Use, Shawn was also responsible for inter-governmental coordination on land use matters with the State of Delaware, Kent County, Sussex County and local municipalities, advising the executive branch and County Council regarding land use matters and providing land use recommendations to the Planning Board, Board of Adjustment, Historic Review Board and the RPA Technical Advisory Committee.
Prior to becoming the land use general manager, Shawn handled all land use related matters and related litigation for New Castle County while he served as a first assistant county attorney. Shawn has handled over one hundred trials since his legal career began in 1995 with the Department of Justice in Delaware.
Shawn is a former Delaware Deputy Attorney General and a former judicial clerk to the Hon. Richard R. Cooch, resident judge of New Castle County for the Superior Court of the State of Delaware. He is admitted to practice in Delaware. Shawn is a graduate of Widener University School of Law, where he served as a member of the Trial Advocacy Honor Society. He received his B.S. from the University of Delaware.
