Jennifer Breuer is a partner and the vice chair of the firm’s Health Care Practice Group. She is also a co-chair of the firm’s Women’s Committee and member of its Practice Management Committee. Her practice includes the general representation of health care providers including hospitals, long-term care facilities, multi-specialty physician groups and ancillary service providers, as well as the special representation of pharmaceutical companies and device manufacturers in fraud and abuse and privacy compliance matters. Jennifer focuses on hospital-physician relationships, including Stark Law and Anti-Kickback statute compliance, and regularly assists in developing and implementing legal compliance programs. Jennifer also regularly counsels clients on their roll-out of electronic health record systems, Medicare billing, governance and medical staff relationship matters.
Jennifer is a regular author and speaker on various health care issues, including Medicare anti-kickback and self referral law requirements, corporate compliance programs, health privacy issues, nonprofit governance and structuring hospital-physician relationships. Jennifer is a member of the Illinois Association of Healthcare Attorneys, the American Health Lawyers Association and the Health Care Compliance Association. In 2006, she was named one of the nation’s Outstanding Fraud & Compliance Lawyers by
Nightingale’s Healthcare News and, in 2004, she was named by
Nightingale’s Healthcare News as one of 14 Outstanding Youth Healthcare Attorneys in the United States. Jennifer was named as an Illinois Super Lawyer in 2006, 2007 and 2008.
Jennifer received her bachelor's degree from Wesleyan University in Middletown, Connecticut and her J.D. degree from Northwestern University School of Law, Chicago, Illinois. At Northwestern, Jennifer served as an associate editor of the
Journal of Criminal Law and Criminology. Prior to attending Northwestern, she worked as a strategy consultant to the worldwide pharmaceutical, biotechnology and medical device industries at The Wilkerson Group (now IBM Consulting) New York, NY.
