Washington, D.C., of counsel Lee Petro authored an article that was published in Radio Magazine.

In the article, Lee discusses a new Federal Aviation Administration guideline that was adopted in response to concerns that steady-burning obstruction lighting arrangements on towers were drawing migratory bird.

After multiple tests, it was found that the flashing of steady-burning red lights simultaneously with the top beacon rates of approximately 30 flashes per minute yielded the best results for both visibility and the avoidance of avian deaths.
