The District Policy Group has added two experienced government policy professionals, Jeanne Ireland and Thomas McGonigle, to its advisory board. Their health care, food safety and public policy experience expands the advisory board’s ability to provide District Policy Group clients with strategic counsel and government relations advice.
The additions come on the heels of several milestones for the District Policy Group including former United States Representative Phil Gingrey, MD joining the firm, and a significant win in a trade case involving JB Hunt.
“Jeanne and Tom bring specialized government experience at the federal and state level, respectively. With all the work Congress is doing with 21st Century Cures and the upcoming reauthorization of the FDA User Fee Acts, having someone with Jeanne’s background will be invaluable for our clients,” said Ilisa Halpern Paul, President District Policy Group. “Increasingly clients are interested in doing work at both the federal and state levels so having an advisor with Tom’s state experience is a perfect complement to our existing advisory capacity. Jeanne Ireland served as Senior Advisor to the Commissioner and Associate Commissioner for Legislation at the Food and Drug Administration (FDA), where she led high priority policy and legislative initiatives. She also served as Chief Public Health Advisor to former Chairman John D. Dingell on the House Energy and Commerce Committee. She is currently the principal to Ireland Strategies, LLC.
Thomas McGonigle served as Chief of Staff to Delaware Governor Jack A. Markell, Chief Legal Counsel to then-Governor Thomas R. Carper, and Deputy Attorney General to then-Attorney General Charles M. Oberly. Before first entering private practice, Thomas served as Chief Legal Counsel and Policy Director to former Delaware Governor Thomas R. Carper. He is currently a partner in Drinker Biddle’s Litigation Group and the Regional Partner in Charge of the firm’s Wilmington, Delaware, office.
Jeanne served as Senior Advisor to the Commissioner and Associate Commissioner for Legislation at the Food and Drug Administration (FDA) from 2009-2014, where she led high priority policy and legislative initiatives, including negotiations on the Food and Drug Administration Safety and Innovation Act and legislation to reform the nation's food safety system.
Prior to her time at the FDA, Jeanne served as Chief Public Health Advisor to former Chairman John D. Dingell on the House Energy and Commerce Committee where she managed legislative efforts to grant FDA new authority over tobacco products and improve the safety of imported food and medical products. She was also a Director of Public Policy at the Elizabeth Glaser Pediatric AIDS Foundation and minority staff director for the Senate Health, Education, Labor and Pensions Committee’s Subcommittee on Children and Families under then-Ranking Member Christopher J. Dodd.
Jeanne Ireland is the principal to Ireland Strategies, LLC. She received a B.A. from the University of Virginia and an A.M. from the University of Chicago.
Thomas (Tom) McGonigle
Before joining Drinker Biddle & Reath LLP, Tom served as Chief of Staff to Delaware Governor Jack A. Markell from 2009 – 2012. As Chief of Staff to Governor Markell, Tom was the Governor’s most senior advisor and had overall responsibility for management of the administration, including day-to-day oversight of the senior staff and cabinet. Tom previously was the managing partner of the Delaware office of a regional law firm, practicing in the areas of litigation, administrative law and government relations. Prior to that, Tom served as Chief Legal Counsel to then-Governor Thomas R. Carper, and Deputy Attorney General to then-Attorney General Charles M. Oberly. Tom also served as a law clerk to the Honorable Richard R. Cooch, Resident Judge for the Superior Court of the State of Delaware.
Tom focuses his practice on commercial litigation and administrative law. Thomas has been appointed to various boards and commissions, including the Delaware Stadium Corporation, the Executive Committee of the Delaware Bar Association and the Delaware Historical Society. Tom achieves results by combining strong legal skills with a solid understanding of government, media and politics.
