David Mayer, former senior advisor for compliance and enforcement of the United States Department of Health and Human Services’ Office for Civil Rights (OCR), has joined Drinker Biddle & Reath LLP as a senior advisor in the Health Care Practice Group. He will be resident in the firm’s Chicago office.
“David is an extraordinary addition to our health care team,” said Douglas Swill, a managing partner of Drinker Biddle and chair of the Health Care Practice Group. “With his extensive experience with and in-depth knowledge of health privacy and security issues, David offers critical insights on a broad array of some of the most challenging regulatory hurdles faced by our clients today,” he added.
Mayer’s work will focus on providing interpretative guidance related to the HIPAA Final Rule and on additional enforcement actions, compliance reviews and compliance program development and security program analysis. He will also work with the firm’s Government & Regulatory Affairs practice in interpreting and drafting comments for proposed Federal regulations.

While at the OCR, Mayer oversaw the implementation and ongoing operation of OCR’s national HIPAA Compliance and Enforcement program, which includes the Privacy Rule, the Security Rule and the Breach Notification Rule. Prior to his most recent role, he also held positions as Deputy Senior Advisor for Compliance and Enforcement, HIPAA Team Leader, Compliance Advisor/Privacy Specialist and Branch Chief.
