Drinker Biddle & Reath LLP today welcomes Anna Schwamlein Howard to its Government & Regulatory Affairs practice as a Medicare Reimbursement & Health Policy Director in its Health Government Relations team. Howard joins the firm from AARP, where she was a Senior Legislative Representative for its Federal Affairs Health and Long-Term Care Team.

Howard, who spent more than a decade helping build AARP’s legislative and lobbying capabilities, has extensive experience with the Medicare Modernization Act, medical privacy and prescription drug issues, Medicare physician reimbursement and health care reform legislation. Her role at Drinker Biddle will focus on regulatory advocacy, health policy research and policy development and will complement the group’s lobbying efforts.

“Anna is a nationally recognized authority on a host of health care issues,” said Laura Phillips, Chair of the firm’s Government & Regulatory Affairs Practice Group. “She is a trusted resource for Congress, policymakers and members of the media. We know she will be the same for our clients.”

Ilisa Halpern Paul, the firm’s Managing Government Relations Director, said Howard joins a bipartisan team that has been focused on expanding its regulatory and policy portfolio. “Anna’s arrival allows us to provide clients with additional support and expertise in the health policy regulatory sphere, especially Medicare,” Paul said. “Given the current efforts related to health system reform and innovation, we see her addition to our already strong team as a wonderful enhancement.”

Howard, echoing Paul’s sentiments, said it was an “exciting time to be joining a firm like Drinker Biddle.”

She added: “So many of the firm’s health care government relations clients are leading the way in health delivery system improvements and helping ensure access to quality care for patients. I’m looking forward to working to contributing to their efforts and working on behalf of our clients.”

Howard earned her bachelor’s degree from American University. She also graduated cum laude from American University’s Washington College of Law.
