Washington, D.C. partner Jonathan Tarnow presented to the 2016 Winter Legal Meeting of the National Council of Higher Education Resources (NCHER), which took place on February 26, 2016.

NCHER represents student loan guaranty agencies, secondary markets, lenders, loan servicers, collection agencies, schools and other organizations involved in the administration and servicing of federal and private education loans.

Jonathan presented to approximately 50 legal counsel from NCHER member organizations regarding the U.S. Department of Education's recent negotiated rulemaking process to develop new regulations on borrowers' ability to discharge student loans based on acts or omissions of their postsecondary institutions, as well as the standards and procedures for the federal government to recoup such discharged loan amounts from colleges and universities.
