Eduardo Guzmán is a partner in the firm's Government and Regulatory Affairs Practice Group and a member of the Telecommunications and Mass Media Team. 

His practice is concentrated on telecommunications regulatory and appellate matters and general litigation matters domestically and internationally. 

Eduardo advises clients regarding telecommunications regulatory and policy matters.  He has assisted in the representation of clients in the arbitration process related to the negotiation and implementation of interconnection agreements, and in administrative and court proceedings regarding inter-carrier compensation, the enforcement of interconnection agreements, and other issues related to the implementation of the local competition directives under the Telecommunications Act of 1996.  Eduardo also has experience assisting clients with franchising issues under the Cable Communications Act of 1984.  He has extensive experience handling appellate proceedings in federal courts and state courts, particularly the courts in Puerto Rico and the United States Court of Appeals for the First Circuit, with regard to these matters. 

Eduardo has experience representing sovereign states in international arbitration proceedings and in civil litigation matters in U.S. courts and has represented clients in the defense of multidistrict litigations and other complex commercial matters.

As an attorney admitted to the practice of law in Puerto Rico, Eduardo also has experience advising clients involved in business ventures and government affairs in Puerto Rico and representing clients in civil matters before the U.S. District Court for the District of Puerto Rico and the United States Court of Appeals for the First Circuit.

Eduardo is a 2002 graduate of the University of Pennsylvania Law School, where he was a member of the University of Pennsylvania Journal of Constitutional Law.  He received his bachelor's degree in 1999 from the Georgetown University School of Foreign Service, where he also completed a Certificate in Latin American Studies.  He is the author of Igartúa de la Rosa v. United States: The Right of the United States Citizens of Puerto Rico to Vote for the President and the Need to Re-evaluate America’s Territorial Policy (Comment) 4 U. Pa. J. Const. L. 141 (2001).  He is a member of the Puerto Rico, New York, and District of Columbia bars. He also is a member of the American Bar Association and the Federal Communications Bar Association.

In General.  Prior to joining Drinker Biddle & Reath LLP, Eduardo was an associate at Arnold & Porter LLP in Washington, D.C., where he worked in international arbitration and general litigation matters.  He served as law clerk for the Honorable Juan M. Pérez-Giménez of the United States District Court for the District of Puerto Rico from 2002 to 2003.  Eduardo is a native speaker of Spanish.
