Dawn E. Sellstrom is counsel in the firm’s Chicago office and a member of the Employee Benefits & Executive Compensation Practice Group. Dawn practices in all areas of employee benefits law with a focus on health and welfare plans.
Dawn advises clients regarding health and welfare plan and qualified retirement plan design, administration, technical compliance and fiduciary issues.
Dawn works with health and welfare plans of all types and sizes, including on compliance with the Internal Revenue Code, ERISA, HIPAA, COBRA, GINA and the Mental Health Parity laws. Dawn has extensive experience with the market reform and employer shared responsibility provisions of the 2010 health care reform legislation. She also advises clients on and designs consumer driven health arrangements, including health reimbursement accounts, high deductible health plans, health savings accounts and wellness programs. Dawn regularly advises clients with respect to claims procedures, medical and disability appeals, summary plan descriptions and other disclosures, third-party provider agreements, flexible benefits arrangements, taxation of dependent coverage, subrogation and reimbursement, health plan continuation coverage, plan funding, Medicare Secondary Payer, Medicare Part D, as well as portability, nondiscrimination and privacy matters arising under HIPAA.
Dawn has experience with retirement plans including investment policies, prohibited transaction analysis, correction programs, QDROs and plan terminations. She represents clients before the Internal Revenue Service, Department of Labor and Pension Benefit Guaranty Corporation and has served as counsel to a multiemployer pension fund and a health and welfare fund.
In General. Dawn received her J.D. from Loyola University School of Law in 1993. She received her bachelor’s degree in economics and political science from Northwestern University.
